Palomar Transfer Station CUP Amendment Approved

On March 10, 2015, Palomar Transfer Station received unanimous approval from the Carlsbad City Council for an amendment to a Conditional Use Permit. The CUP Amendment was previously approved by the Planning Commission on February 18, 2015.

The Palomar Transfer Station is operated jointly by Republic Services and Waste Management, and is located at 5960 El Camino Real in the City of Carlsbad. This amendment provides Palomar Transfer Station with an additional 24 months to pull building permits for the expansion of one of the loading bays and increases the public access hours allowing the public access from 7:00 a.m. to 4:00 p.m., Monday through Friday.

Howes Weiler & Associates served as planning consultant for the project, and has a long successful relationship with Republic Services and the Palomar Transfer Station, having successfully processed three Conditional Use Permit Amendments for the facility since 2005.


HWA Celebrates the Lighting of the Carlsbad Sign

After being installed late last month, the Carlsbad Chamber of Commerce and the Carlsbad City Council held a well-attended ceremony to dedicate the new Carlsbad archway sign and light it for the first time at 6:00 p.m. on January 8th. The ceremony was held at the sign, which spans Carlsbad Boulevard, between Carlsbad Village Drive and Grand Avenue. This sign was designed and installed as a gift to the City of Carlsbad from the Carlsbad Chamber of Commerce, Taylor Made, and Carlton Lund.

Mike Howes has been instrumental in the sign project, with Howes Weiler & Associates processing the necessary entitlement applications through the City of Carlsbad, assisting with public outreach and coordinating the sign installation.


HWA Obtains Approval from City of Irvine for Futures in Education Tutoring Center

On November 12, 2014, Futures in Education received approval from the City of Irvine Zoning Administrator for a tutoring center to be located at 2302 Martin Street in the Irvine Business Complex. Howes Weiler and Associates provided Futures in Education staff with due diligence and entitlement application processing.

Futures in Education (also known as Halstrom Academy) provides one-on-one tutoring and educational instruction to students in grades 6 through 12. This is a premier learning environment to assist students in furthering their educational needs along with the flexibility to meet individual student schedules that do not conform to the standard public/private schooling practices. A full curriculum of subjects is offered.

HWA Obtains Approval for Anywhere Gym Personal Training Facility

On October 28, 2014, Anywhere Gym received approval for a personal training and fitness studio to be located in Palomar Forum. With Howes, Weiler and Associates' knowledge and expertise in Carlsbad planning policies, Anywhere Gym was able to obtain their Minor Conditional Use Permit in less than two months.

Anywhere Gym is a personal training company that offers one-on-one personal training, as well as small group fitness classes.

Artesian Villas Apartment Project Receives Unanimous Approval from Vista City Council

On August 26, 2014, Affirmed Housing received unanimous approval from the City of Vista City Council for a 96-unit apartment project to be located near the intersection of S. Santa Fe Avenue and Mar Vista Drive. Howes Weiler & Associates served as planning consultant for the project, and successfully processed entitlement applications and coordinated the community outreach efforts for the project.

The project received unanimous approval from the Planning Commission, but was appealed to the City Council by one of the Councilmembers. After two very contentious public hears where adjacent neighbors vehemently opposed the project and after Affirmed Housing agreed to several design changes, the project was approved.

Artesian Villas will feature 96 luxury one- and two-bedroom apartments ranging in size from approximately 700-1,200 square feet. All units will also have a private patio or balcony. The gated community will feature a centrally located common recreation area with a swimming pool, spa and deck and a large recreation building including restrooms, meeting room, laundry facilities and a workout room.


HWA and Shopoff Realty Investments Co-Host Fundraiser

On July 24, 2014, Howes Weiler & Associates and Shopoff Realty Investments sponsored a private fundraising event for Carlsbad City Council candidate Michael Schumacher. The event was well attended and featured food and beverages from Tip Top Meats, Carlsbad Aquafarm and Latitude 33. Michael was introduced to the crowd by the City’s Mayor, Matt Hall.

Mr. Schumacher was unanimously approved by the City Council in March 2014 to fill a vacated seat. His appointed term expires in November 2014, and he hopes to be elected at that time to a four year term in order to continue to serve the residents of the City of Carlsbad. He wants to preserve Carlsbad’s small town character, while promoting outdoor recreation, the City’s employment base, tourism and fiscal responsibility.


Shea Homes Selects HWA for Bressi Ranch Project

Shea Homes and Shea Properties have selected Howes, Weiler & Associates to provide land use planning and entitlement services for a mixed residential and commercial site in the Bressi Ranch community in the City of Carlsbad. Located at the northwest corner of El Fuerte Avenue and Gateway Road, the project will feature approximately 125 townhomes and approximately 85,000 square feet of retail and restaurant space. Howes, Weiler & Associates will serve as the lead in the processing of a General Plan Amendment, Master Plan Amendment and associated development permits, and will assist with site design and community outreach.


Carlsbad City Council Approves Welcome Sign

On June 3, 2014, the Carlsbad City Council approved a “welcome” sign that will stretch over Carlsbad Boulevard, just north of Carlsbad Village Drive. The sign is similar to welcome signs located in other cities, and similar to a sign that stood in the same location over 70 years ago. Howes Weiler & Associates in conjunction with the Carlsbad Chamber of Commerce processed the necessary entitlement applications through the City of Carlsbad and assisted with public outreach.
This sign will be constructed and presented to the City as a gift by the Carlsbad Chamber of Commerce, Taylor Made, and Carlton Lund. There will be no cost to the City of Carlsbad for the construction and installation of this sign, and there will only be minimal maintenance costs once the sign is constructed. The approved sign will stand approximately 30 feet tall and will span the 76 foot wide Carlsbad Boulevard. It will be painted blue, and “Carlsbad” will be spelled out with white, internally lit letters.

Work on the sign is anticipated to begin in the coming months, with construction completed by the end of 2014.

On April 16, 2014, 5 Tool Athletics received unanimous approval from the City of Carlsbad Planning Commission for a baseball and softball training facility. Howes Weiler & Associates served as planning consultant for the project, and successfully processed entitlement applications for 5 Tool Athletics.

Shopoff Realty Investments Selects HWA for Project in Prominent Location

The Shopoff Group selected Howes, Weiler and Associates to join their team of highly qualified consultants to provide due diligence assistance for a mixed use and multi-family project in the City of Carlsbad. The proposed project will ultimately require the processing of a General Plan Amendment, Local Coastal Program Amendment, Master Plan Amendment, Local Coastal Plan, Planned Development Permit, Site Development Plan and possible Environmental Impact Report.
