City of Carlsbad - Growth Management Compliance for the 85/15 Plan (Carlsbad, CA) HWA was selected to assist the City of Carlsbad by reviewing the 85/15 Plan (aka - Caruso Development) for compliance with the City of Carlsbad Growth Management program.
City of Cloverdale - Service Area Plan (Cloverdale, CA) HWA prepared a Service Area Plan to include areas proposed to be annexed in the near future. Due to budgetary constraints, only a draft plan was prepared and finalization of the Service Area Plan by the local LAFCO never occurred.
City of Imperial - Service Area Plan Update (Imperial, CA) HWA updated the city’s Service Area Plan to include areas proposed to be annexed in the near future. Mr. Weiler prepared the original Service Area Plan for the City of Imperial in 2002. The Imperial County LAFCO Executive Director stated that this Service Area Plan should serve as the model for future Service Area Plans.
City of Imperial - Development Impact Fee Program Update (Imperial, CA) HWA updated the existing Development Impact Fee Program for the City of Imperial. The fees are to fund capital improvements for Administrative offices, Fire facilities, Law Enforcement, Libraries, Parks, and Streets. Mr. Weiler prepared the original Development Impact Fee Program approved in 2002.
City of Imperial - Review of Reporting Practices (Imperial, CA) HWA conducted a review of the existing reporting practices for the impact fee program, made recommendations regarding reporting practices, prepared a report regarding the collection of impact fees pursuant to Section 66066 of the State Code, and developed a program for impact fee tracking and reporting.
City of Solana Beach Staff Extension (City of Solana Beach, CA) HWA has worked as staff extension to the City of Solana Beach to assist in preparing special studies and property inventories.
City of Vista Staff Extension (City of Vista, CA) Senior level members of our staff reviewed and evaluated proposed projects and prepared staff reports under the direction of the Planning Director.
City of Westmoreland - Development Impact Fee Program (Westmoreland, CA) HWA prepared a Development Impact Fee Program for the City of Westmorland to allow for the collection of fees needed to fund capital facilities for Administrative Offices, Streets, Wastewater Treatment, Water Treatment, Parks, Police and Fire. HWA also prepared a new ordinance to fully implement the collection of the impact fees.

Adlard Carlsbad – Processed a Preliminary Review application with justification to allow for the establishment of a brewery within an existing business park adjacent to the El Camino Real Scenic Corridor.
Affirmed Housing Vista, CA - HWA provided entitlement processing and public outreach assistance to Affirmed Housing for the processing of a 96-Unit market rate apartment complex.
Airth Carlsbad- HWA prepared a due diligence study for several vacant office/industrial lots within the Bressi Ranch Master Plan.
Allied Waste Carlsbad – HWA was selected to provide extensive assistance obtaining building permits for the expansion of the Palomar Transfer Station. This required coordination between not only the building contractor, but the City of Carlsbad and the Airport Division of the County of San Diego Public Works Department.

Imperial County - HWA provided entitlement processing and environmental review expertise associated with the expansion of an existing landfill located just east of the City of Imperial in Imperial County, CA. This effort culminated in an unanimous approval by the Board of Supervisors in 2010. HWA continues to provide permitting and CUP/EIR compliance assistance for this project.
American Recycle Industries Perris, CA - HWA provided assistance to ARI to locate a recycling facility in the City of Perris. Two separate locations were analyzed.
Archstone Carlsbad - HWA has been selected to coordinate and process a General Plan Amendment and Master Plan Amendment to allow for the development of 450 Multi-Family units within the Bressi Ranch Master Plan.
Arlen Capital Chula Vista – HWA coordinated the submittal and processing of discretionary applications for 321 unit mid-rise urban infill project over 13,000 square feet of commercial with and underground parking garage.

Carlsbad - HWA coordinated the processing of numerous discretionary permits for a high end, full service 428 senior condominium project along with a 65 unit affordable apartment project on raw land with significant environmental issues within the Coastal Zone.
Arrow Recycling Vista, CA - HWA was selected to provide land use planning consultation regarding locating a recycling facility in the City of Vista.
Atherton Newport Investors San Diego County – HWA prepared a due diligence study for the development/annexation potential for a 31 acre site in unincorporated San Diego County within the City of Vista’s Sphere of Influence.
Benaka Carlsbad – HWA prepared a due diligence report addressing the conditions of approval for a previously approved parcel map which led to the preservation of an existing approval.
Biltmore Properties Carlsbad – HWA coordinated the submittal and processing of a Conditional Use Permit and Planned Industrial Permit to allow for an 85,000 square foot corporate headquarters/fitness facility for 24 Hour Fitness on a vacant lot in Carlsbad’s industrial area.
Bishop Encinitas – HWA prepared a due diligence study addressing the development potential of a vacant 3.2 acre residential site in the City of Encinitas
Boxing Club Carlsbad – HWA coordinated the submittal and processing of a Conditional Use Permit for a 19,000 square foot fitness facility within an office/industrial park.

La Mesa – HWA coordinated the submittal and processing of a Conditional Use Permit for a 20,000 square foot fitness facility in a commercial center.
Bressi Ranch Fuel Mart Carlsbad – HWA coordinated the submittal and processing of a Conditional Use Permit for a service station/convenience store/car wash in the Bressi Ranch Master Plan.
Christian City Church Carlsbad – HWA coordinated the submittal and processing of a Conditional Use Permit for an 11,000 square foot church within and existing office/industrial building.

San Diego - HWA was selected to provide land use consulting services as a part of the church's effort to locate a worship center in the City of San Diego.
Cruzan Monroe Carlsbad – HWA coordinated the submittal and processing of a Planned Industrial Permit for a three story 75,000 square foot office building within the Bressi Ranch Master Plan.

Imperial Landfill, Inc. (Republic Services) Imperial County - HWA served as the primary point of contact between the County of Imperial, the EIR preparer and Republic Services as a part of the processing of a landfill expansion project.

Imperial County - HWA has been selected to provide construction management services for the improvement to the intersection of Dogwood Road and Robinson Road adjacent to the Allied Imperial landfill.

Imperial County - HWA is the primary point of contact with the County of Imperial for the processing of a Conditional Use Permit Amendment to allow for various changes to the original CUP for the landfill expansion.
John Laing Homes Carlsbad – HWA coordinated the processing of building permits for single family homes within the La Costa Master Plan.

Carlsbad – HWA prepared a justification to the Carlsbad Housing Committee to allow for an existing commercial/residential project to purchase 17 off site affordable housing units, the largest offsite purchase of affordable housing credits ever approved by the City.
Ponto Associates, LLC Carlsbad – HWA coordinated the preparation and processing of a Tentative Tract Map and Condominium Permit for the conversion of an existing 34,000 square foot industrial building into 10 industrial condominiums.
Pronto Car Wash Escondido – HWA prepared a feasibility study for a proposed waterless car wash at a an outdoor shopping mall.

Carlsbad – HWA prepared a feasibility study for a proposed waterless car wash service.
RealFit4Life Carlsbad – HWA coordinated the preparation and processing of a Conditional Use Permit for a 5,700 square foot fitness facility in an industrial/office building.
Republic Services Carlsbad – HWA was selected to coordinate the processing of a Conditional Use Permit Amendment to renew the existing CUP and amendment the CUP to allow for the expansion of the Palomar Transfer Station in order to increase the tipping floor area for green waste processing.

Imperial County - HWA was selected to provide assistance to the Site Manager of the Allied Imperial Landfill to implement the approved CUP for the expansion of the landfill. This included close coordination of various subconsultants as well as the relocation efforts related to on-site burrowing owls.
Riha Construction Company Carlsbad – HWA was selected to provide extensive assistance obtaining building permits for the expansion of the Palomar Transfer Station. St. Elizabeth Seaton Catholic Church Carlsbad – HWA coordinated the preparation and processing of a Conditional Use Permit for a major expansion of an existing Catholic church adjacent to a residential neighborhood.
St. Katherine Orthodox Church Carlsbad, CA - HWA is working with the church to process a Conditional Use Permit to allow for church services to occur in an existing office complex on Loker Avenue West.
Stockdale Investment Group Carlsbad – HWA prepared a due diligence study for the potential location of an equipment storage yard in the Planned Industrial Zone.
Suncal Companies Carlsbad – HWA prepared a due diligence report for the development potential of the Robertson Ranch Master Plan.
