MICHAEL GORDON HOWES, AICP

EXPERIENCE: Over 30 years of public and private sector experience in fast growing jurisdictions in San Diego and Riverside County.

Public Sector

Mr. Howes started as an Assistant Planner at the City of Carlsbad in 1980 and was promoted several times until he became a Principal Planner supervising the processing of discretionary applications.  He was responsible for a number of major planning functions, such as training staff, reviewing projects and making presentations to citizen groups, Planning Commission and City Council.  Mr. Howes coordinated the processing of numerous large scale master plans, such as Calavera Hills and Kelly Ranch.  He was also involved in the update of Land Use Element of Carlsbad‘s General Plan.  Additionally, Mr. Howes prepared numerous ordinances including, the Planned Development, Hillside Development and Growth Management Ordinances that have shaped the development of Carlsbad.  Mr. Howes worked closely with the City’s Housing and Redevelopment Department to process projects in Carlsbad’s redevelopment area.

Private Sector

Since leaving the City, Mr. Howes has coordinated the processing and implementation of a number of large master and specific plans in Carlsbad such as Carlsbad Ranch/LEGO Land, Rancho Carrillo, Bressi Ranch and the Poinsettia Properties Transit Oriented Specific Plan, as well as a wide variety of residential and non-residential projects.  He is familiar with California Planning Law and the requirements of the California Environmental Quality Act.   While working in the public and private sectored Mr. Howes has prepared numerous Environmental Impact Assessments and reviewed Environmental Impact Reports.

Mr. Howes has years of experience coordinating the efforts of a wide variety of consultants and is able to work well with City staff as well as citizen groups.  He can summarize complex planning concepts into concise reports that can be easily understood.  Mr. Howes has extensive experience working with and making presentations to Redevelopment Agencies, Planning Commissions, City Councils, the California Coastal Commission and Airport Land Use Commission.  As well as his experience in Carlsbad, Mr. Howes has done work in the cities of Calimesa, Chula Vista, Encinitas, Escondido, La Mesa, Murrieta, Oceanside, San Diego, San Marcos and Vista, .

L. STAN WEILER, AICP

EXPERIENCE: Over 20 years of progressive experience in public and private land use planning in North San Diego County, the County of Imperial in California, Grand County in Utah, and several cities in the state of Idaho.

Public Sector

While employed by the Cities of Carlsbad and San Marcos, Mr. Weiler's responsibilities increased quickly and led to several promotions during his time with each of the cities.  His duties included field surveys, graphic assistance, preparation of Planning Commission staff reports, assistance in the implementation of the Carlsbad Growth Management Program, public assistance, review and approval of building permits, and service on the San Marcos Site Plan Review Committee.  His work experience within the public sector has been a valuable asset and has enabled him to anticipate issues that may potentially be raised by public sector agencies. 

Private Sector

Mr. Weiler's private sector experience has allowed him to relate to the needs of the development community.  His list of extensive project involvement ranges from large Specific and Master Plans to small infill projects.  His professionalism and integrity has benefited clients both large and small.  Among many other projects, Mr. Weiler was deeply involved with the preparation of the 447-acre Carlsbad Ranch Specific Plan that includes the LEGOLAND-California development area, the 170-acre Poinsettia Shores Master Plan in the city of Carlsbad, Allied Imperial Landfill Environmental Improvement Project in Imperial County, and the San Marcos Studios Specific Plan to convert a resource recovery facility into a movie studio as well as many other projects requiring General Plan Amendments, Zone Changes, Tentative Maps, Local Coastal Plan Amendments and Planned Unit Development Permits.

Mr. Weiler has also been involved with the preparation and processing of several Local Facilities Management Plans and accompanying Finance Plans, which are used as growth management tools.  Mr. Weiler has been responsible for the close coordination and preparation of the studies and reports required for the completion these public facility documents.  His involvement with these projects has necessitated the development of processing strategies, timelines, and budgets whereby he has achieved the ability to maintain the project scope of work within the contract amounts specified.

Mr. Weiler has worked with several jurisdictions both inside and outside North County San Diego processing entitlement approvals for projects, processing annexations, preparing impact fee programs, conducting fiscal impact analyses, developing residential and non-residential build out projections and conducting public facilities analysis.  These jurisdictions include the City of Westmorland, CA; City of Cloverdale, CA; City of Imperial, CA; the County of Imperial, CA; the City of Coeur d'Alene, ID; the City of Hayden, ID; the City of Rexburg, ID; the City of Eagle, ID; the City of Sandpoint, ID; and Grand County, UT.  His involvement with this assortment of jurisdictions has enabled him to easily adapt to new and changing planning environments.
